Recruiting by Puzzle

Abstract

Signals intelligence agencies have used puzzles to find talent since 1942, when the Daily Telegraph ran a crossword speed contest and the War Office quietly wrote to the winners. The pattern has been revived ever since: GCHQ’s 2015 Christmas card drew over 600,000 solvers, the NSA has published employee-written brainteasers since 2015, Google put a math problem on a Silicon Valley billboard in 2004, and the anonymous Cicada 3301 puzzles borrowed the whole playbook without ever revealing who was recruiting. The premise is always the same: the ability to stare at a wall of nonsense until it becomes a pattern is rare, testable, and exactly what codebreaking needs.

The Telegraph Crossword

In late 1941 a reader claimed the Daily Telegraph’s crossword had gotten too easy and bet that it could be solved in under twelve minutes. The paper took the bait and staged a time trial: in January 1942, around 25 readers sat down in the Fleet Street newsroom to solve a fresh puzzle against the clock. Five finished inside twelve minutes (the fastest in 7 minutes 57.5 seconds), one of them was disqualified for a misspelled word, and everyone went home assuming that was the end of it.

Weeks later, participants received letters from the War Office about “a matter of national importance”. The interviews that followed fed them into the Government Code and Cypher School at Bletchley Park, which was hiring exactly this way: not by credential but by demonstrated puzzle aptitude. The wartime codebreaking operation famously staffed itself with mathematicians, chess masters (Hugh Alexander and Stuart Milner-Barry both came from the British chess team), linguists, and crossword solvers (see Tommy Flowers and Colossus and Alan Turing and the Enigma). The Telegraph contest is the earliest documented case of a puzzle published in mass media doubling as an intelligence recruiting sieve.

The Agencies Go Public Again

For most of the Cold War the puzzle tradition survived inside the fence rather than outside it. NSA employees wrote puzzles for each other in internal publications: the Headline Puzzle in the NSA Newsletter, CryptoScramble in Dragon Seeds, and a steady diet of problems in the agency’s internal journal Cryptolog.

The public revival came in the 2010s, when both major Anglophone agencies discovered that puzzles make better employer branding than job ads:

  • GCHQ, December 2015: Director Robert Hannigan’s official Christmas card contained a 25×25 grid-shading puzzle (a nonogram whose pre-filled squares spelled GCHQ in Morse code), the first stage of a five-part cascade of increasingly hard problems. More than 600,000 people attempted it; not one submitted a fully correct final answer, and the three winners closest to it were drawn from the near-misses. The prize was a GCHQ paperweight and a Turing biography signed by the director. GCHQ has published puzzle books and annual Christmas challenges since, with proceeds of the books going to charity.
  • NSA, 2015: the agency announced its Puzzle Periodical, a series of logic and probability puzzles written by its own mathematicians and engineers, published on nsa.gov, where a standing puzzles page continues the tradition. The agency is explicit that the puzzles showcase the kind of thinking it hires for.

Neither agency claims the modern puzzles are a hiring channel in the 1942 sense; they are outreach, aimed at making the solver wonder whether they might enjoy the work. The sieve became an advertisement.

The Private Sector Borrows the Trick

In July 2004, Google rented billboards on Highway 101 in Silicon Valley and in Harvard Square showing only “{first 10-digit prime found in consecutive digits of e}.com”, an anonymous two-stage math puzzle that ended on a recruiting page (see Fun Fact: Google’s Billboard Puzzle). Tech-industry hiring absorbed the pattern in gentler forms: programming contests, capture-the-flag competitions, and coding-challenge platforms all descend from the same idea that a solved puzzle is a better signal than a résumé.

The most elaborate descendant is also the most opaque. Cicada 3301 appeared on 4chan on January 4, 2012, with a plain image announcing “we are looking for highly intelligent individuals” and a hidden message inside the file. The hunt that followed ran through steganography, PGP-signed messages, Tor services, original music, unpublished books written in runes, and posters physically pasted up in cities on several continents. New rounds began on January 4 of 2013 and 2014; the last verified PGP-signed message appeared in April 2017. The rune book Liber Primus remains mostly undeciphered. Solvers who got through (one, Marcus Wanner, has spoken publicly) describe reaching a private forum and being assigned project work, but who ran Cicada 3301 and what it recruited for have never been established. Attribution guesses (NSA, GCHQ, a private crypto group) remain guesses. It is the recruiting puzzle reduced to its purest form: all sieve, no employer.

The unglamorous fact underneath the whole tradition: puzzle aptitude was never sufficient. Bletchley Park hired the crossword winners into rooms that also needed clerks, engineers, translators, and traffic analysts, and the modern agencies say plainly that they hire lawyers and librarians too. The puzzle finds one kind of mind; the agency still has to build the rest of the machine around it. Kryptos, the encrypted sculpture standing in the CIA’s own courtyard since 1990, makes the counterpoint in bronze: some puzzles stay unsolved even when the world’s best-funded codebreakers walk past them to lunch (see Kryptos).
